Job description of Owners Corporation and Building Managers
Owners Corporation management are appointed by the Owners Corporation Committee members and operate under the instruction of the Owners Corporation Committee.
Final powers lie only with members of the board and not the share holders of the building, except in some cases in a referendum resolution.
Building Facilities Management
A building manager if engaged by building will supervise contractors and facilitate work such as this.
A building manager or caretaker or sometimes referred to a facilities manager usually provides the following services:
- Providing access to residents moving in and out.
- Providing access to contractors engaged to carry out work within the building.
- Inspecting and reporting defects or problems to the OC manager for action .
- Reporting of non compliance of the OC rules to the OC manager for action.
- General cleaning and tidying up of the common areas.
- Facilitating keys and remotes for residents.
- Managing rubbish removal.
- Assisting with access to the electric meters, the water meters, the gas meters, the telephone and TV MDF board and TV antennas.
- Maintaining a log book for the schedule of lift and fire equipment maintenance.
- Reporting any failures of these equipments to the OC manager for action.
- Being available on site usually daily to assist and answer any questions residents have about the building.
Strata or Owners Corporation Managers
As Owners Corporation Managers, our responsibility in the management of your building is limited to delivering the following services:
Legislative & Compliance consulting – Under this agreement our responsibilities include but are not limited to the following:
- Provide legislative advice to the committee and lot owners.
- Provide compliance advice to the committee and lot owners relative to the ACT; fire safety & OH&S legislations and insurance requirements.
- Ensures that thee Owners Corporation is operating in accordance with the legislation and the rules.
- Ensure that the owners corporation is adequately insured or advise the committee otherwise.e. Ensure that contractors engaged by the Owners corporation are qualified, licensed and insured.
- Provide Owners Corporation Certificates for potential buyers of lots in the building.
- Provide certificates of currency upon request from the building insurer.
Financial Management – Under this agreement our responsibilities include but are not limited to the following as outlined in the management agreement:
- Open and maintain a bank account in the name of the owners corporation.
- Issue fee notices to lot owners and general debtors according to resolutions passed by the owners Corporation.
- Receive and bank funds in the owners corporation account.d. Issue reminder notices for unpaid fees.
- Manage the owners corporation funds in accordance with the legislation.f. Implement a debt management procedure in accordance with legislative requirements.
- Pay the owners corporation creditors and contractors for work carried out on the common and shared property.
- Reconcile and balance the owners corporation account.
- Prepare and lodge annual tax return.
- Prepare annual financial statement.
- Prepare annual budget for approval at the AGM.
Administrative Services – Under this agreement our responsibilities include but are not limited to the following as outlined in the management agreement:
- Have custody of and maintain the Owners Corporation books and records.
- Have custody of and maintain the Owners Corporation Seal.
- Maintain the Owners Corporation register.
- Prepare and distribute meeting material in accordance with the legislation.
- Organise Owners Corporation meetings in accordance with the legislation.
- Issue work orders for approved work by the owners corporation.
- Obtain quotes for common property work as directed by the committee.
- Action decisions of the Owners Corporation in accordance with legislative requirements.
- Implement resolutions passed by the Owners Corporation or the committee.
- Obtain and place insurance cover for the OC.
- Process insurance claims when required.
- Provide advice to the owners about what the individual owners are responsible for and what the Owners Corporation is responsible for with regards to repair and maintenance.
Secretarial Services – Under this agreement our responsibilities include but are not limited to the following as outlined in the management agreement:
- Receive incoming mail for the Owners Corporation.
- Notify the committee and the owners when necessary.
- Send outgoing mail on behalf of and at the direction of the committee.
- Facilitate correspondence between members of the Owners Corporation.
- Facilitate correspondence between members and their agents and or tenants and contractors.
- Issue reminder notices, breach notices and circulars to owners or residents.
- Issue meeting minutes in accordance with legislative requirements.
- Issue postal ballots and committee resolutions in accordance with legislative requirements.
- Issue owners Corporation certificates.
